In regards to the new rule change above, what happens when a team has more that the limit after the deadline? What should the penalty be?

Looks like in the original proposal I wrote up I suggested this:

If a team fails to get under the roster limit by the deadline the Commish will automatically drop players from their roster starting from the most recent addition and working back until the team is under the limit.

Unless someone has something better this is probably the most "fair" in that there is no arbitrary decision the commish has to make. This is probably penalty enough since the owner doesn't have a choice of which players get dropped.
